This study explored strategies for improving access and encouraging development within an 11-acre area adjacent to the Clinton Station stop on the new Portland-to-Milwaukie light rail line. Retained by Portland’s regional planning authority (Metro), and the regional transit provider (TriMet), the study team sought to transform the underutilized and neglected urban fabric surrounding the station into a vibrant live/work village, active throughout the day and night, and connected to transit. The study included an inventory of existing uses and employment statistics as well as financial constraints and opportunities. It also included due diligence investigation of the condition of existing buildings, traffic studies, market analysis, zoning analysis, evaluation of employment opportunities and recommendations for appropriate future development. DECA also developed streetscape improvement options for the primary traffic corridor in the study area, and completed preliminary design and feasibility analysis for a 4-story live/work building sited within the study area.
